Indonesia Commits to Achieve Sustainability of Air Transport

The Delegation of the Republic of Indonesia, headed by the Vice Minister of Transportation, Dr. Bambang Susantono, attends the 6th Worldwide Air Transport Conference, held at the International Civil Aviation Organization (ICAO) Headquarters in Montreal, Canada, on 18-22 March 2013.

The Conference, which is held every 10 (ten) years, is of significance as it develops policies of global air transportation for the next 10 years. The Conference is important for Indonesia. Air transport is the backbone of Indonesian connectivity due to Indonesia’s geographical condition as the largest archipelagic State. Air transport supports the growth of economic, trade and tourism sectors. Indonesia has recorded strong growth in passenger traffic, with an average of 15% per year.

The Conference had elected, by consensus, the Vice Minister of Transportation of the Republic of Indonesia as the Vice Chairman of the Conference. The elected Chairman of the Conference is the Director General of Civil Aviation of Algeria, Mr. Benchemam Messaoud.  The appointment of the Vice Minister of Transportation as the Vice Chairman of the Conference is a privilege and a trust to Indonesia given by the civil aviation community.

In line with the theme of the Conference, Indonesia commits to achieve sustainability of air transport. Indonesia commits to contribute actively to the works for a safe, secure, affordable and sustainable air transport and civil aviation industry as a whole. The Delegation of the Republic of Indonesia contributes actively in the discussions concerning market access, consumer protection and air carrier ownership and control. Indonesia presents 3 (three) Working Papers, namely Indonesia’s Perspective on Liberalization of Market Access, Consumer Protection Regulation, Air Carrier Ownership and Control Principle and 2 (two) Information Papers regarding Indonesia’s Civil Aviation Development and Single Air Navigation Services Provider of Indonesia.

In this regard, Indonesia proposes among others, that  ICAO not only focus on market access liberalization, but also to provide guidance for a stages-approach in liberalizing the market; ICAO should develop consumer protection principle guidance; recommend to the Conference regarding the approval of Principle Place of Business (PPOB) for foreign designated aircraft.

During the Conference, The Delegation of the Republic of Indonesia pays  a courtesy visit to the Secretary General of ICAO and the President of the Council of the ICAO and has bilateral meetings with counterparts.

Furthermore, to show the development of air transport of Indonesia, the Delegation of the Republic of Indonesia, represented by PT Angkasa Pura I, PT Angkasa Pura II, PT Garuda Indonesia and the Embassy of the Republic of Indonesia in Ottawa, participates in the Exhibition of products and services of air transport on 17-19 March 2013.

Indonesia’s active participation in this Conference is part of its endeavors to run for candidature on the ICAO Council Part III, period 2013-2016 (CM/Embassy of the Republic of Indonesia in Ottawa).
