Description
After conducting a poverty alleviation mapping exercise, the Government of Indonesia
identified 20 communities that were in need of development assistance. This project
highlights its activities in these communities in East Timor, which is the poorest region
of Indonesia. The project consists of two main components: (i) access to potable water,
improving health status, and agricultural income enhancement, and (ii) strengthening the
institutional capacity of local NGO's or community-based organizations to deliver
development services to target households.
Goal / Purpose
- The goal of this project is to build the capacity of 15 poor rural communities to
undertake self-managed and sustainable development activities in the areas of water and
sanitation, health care and hygiene, and agricultural irrigation.
- The purpose is to improve the health of these poor communities and to strengthen the
local NGO's to a level where they can deliver development services for target communities.
Expected Results
- Improved environmental conditions (water services management and increased food
security).
- Improved health care (i.e. access to safe water and hygiene behaviour).
- Improved economic security.
- Stronger local NGO's (there was only one active local NGO when this project commenced).
- Training of village development committees in the community management approach.

Description
This project is designed as both a responsive devise to the economic and social crisis
facing Indonesia and as a complementary project to CIDA`s safe motherhood project. The
Family Planning Support Project will provide oral contraceptive pills to Indonesia from
Canadian and Indonesian manufacturers in order to counteract shortfalls in production
caused by the economic crisis. This project will also help to sustain the safe motherhood
project by helping to reduce the number of unplanned pregnancies in the provinces targeted
by both projects.
Goal / Purpose
- The goal of the project is to enable the Government of Indonesia to continue subsidizing
basic human needs, such as family planning, for the poor.
Expected Outputs
- At least 10 million cycles of quality oral contraceptives supplied to the poorest two
classes in Indonesia.
- Maintenance of current rates of population growth in Indonesia.
- Improved access to family planning services to the poor.

Description
With the prolonged drought in the remote areas of Indonesia, particularly those located on
the island of Solor, East Timor and Gunung Kidui, Yogyakarta, this project is a
combination of emergency food aid and a longer-term initiative to build sustainable
communities to meet the residents' basic needs for food, water, sanitation and proper
housing.

Description
This project is an extension of the successful Phase I and is the main implementing
project for CIDA's women in development strategy. The project works closely with the State
Ministry for the Role of Women to promote linkages between the ministry, other key
government departments, and non-governmental organizations for policy formulation,
implementation, and analysis.
Goal / Purpose
- The goal of the project is to assist in enhancing the role and increasing the
participation of women in the social and economic development of Indonesia.
- The purpose is to strengthen the capacity and linkages among Indonesian government
institutions at the national and sub-national levels in the areas of gender responsive
policy, planning, and monitoring. Additionally, this project seeks to develop strong links
between government and non-governmental organizations on gender issues.
Expected Results
- Strengthen the ministry's structure and practises to produce gender-responsive policy
and monitor its effectiveness
- Strategic support to the government for developing, refining and applying sustainable
gender-responsive policy.
- Increase the knowledge and advocacy of women's groups at the sub-national level and

Description
This project will assist the Government of Indonesia in developing a strategy for private

- The goal of the Infrastructure Services Project is to promote the efficient delivery of

Description
This project has been designed to support the establishment of an enabling environment for
private sector investment in transportation while bearing in mind the effects to the
environment and the public. This will be accomplished by a three-way approach: i)
institutional strengthening of the Ministry of Communication in a new regulatory role; ii)
development of rail market potential including attracting private sector participation,
specifically in undeveloped service and resource areas in Sumatra and Kalimantan; iii)
direct assistance to transport operators to improve efficiency and foster Canadian private
sector linkages.
Goal / Purpose
- The goal of this project is to assist the Government of Indonesia to realize its goals
of economic development through the efficient management of privately operated railway
systems.
- The purpose is to support the commercialization of Indonesia's state railways by
strengthening government ministries and orienting them to their new role as policy setter,
facilitator, regulator, and defender of the public interest.

Description
The CFSR Project focuses on increasing the knowledge and legitimacy of financial units in
Indonesia, both in the private and public sectors. The main focus of interest is economic
planning specifically related to the areas of pensions and insurance, nontax revenue,
policy advice, and co-ordination with provincial and local governments.
Goal /Purpose
- The goal of this project is to promote Indonesia's economic development by supporting
key government ministries and agencies responsible for creating an environment conducive
to economic growth, and to enhance partnership between the government and the private
sector.
- The purpose of this project is the strengthening of key economic and financial units of
the Indonesian government, increasing professional knowledge in the private and public
sectors, and initiating long-term relationships between Indonesian and Canadian government
ministries and private organizations and institutions.
Expected Results
- An improved regulatory framework in which knowledgeable and efficient government
departments promote and support improved pension, insurance, and nontax revenue policies.
- Up to 300 senior level managers in government and the private sector with new skills
that assist them to work together effectively to develop the insurance industry and

Description
This project will increase the productivity of Indonesian small and medium enterprises
through the establishment of business enhancement services necessary to develop a
successful business. It will consist of two components: (i) capacity enhancement programs
will improve the ability to formulate credible and feasible business plans and loan
applications, assist in making the transition from traditional methods of management,
production, and marketing to a more global perspective, and enable the acquisition of
technical skills and equipment; and (ii) capacity development within KADIN through
technical assistance linkages with Canadian organizations, development of a
resource/documentation centre, market surveys, and feasibility studies.

- The goal of the PEP project is to promote Indonesia's economic development by enhancing
the management and technical knowledge of small and medium entrepreneurs, recognizing they
are a major factor in the economic growth of a nation.

Description
There is a growing desire in Indonesia to enhance the science and technology sector in
order to remain competitive in the global market. The CITN Project will establish a link
to a network of small entrepreneurs and research and development groups in Indonesia. It
will also provide access to the Canada Technology Network (CTN) in Indonesia
which provides access to technology information and services through the Internet. This
project will help businesses identify the best practices and technology. The CITN will be
linked with Indonesia's existing science and technology electronic network called
IPTEKNET.
Goal / Purpose
- The goal of the project is to promote economic growth in Indonesia by strengthening the
science and technology partnership between Indonesia and Canada.
- The purpose is to link government departments, universities, and the private sector in
Canada and Indonesia so they can more effectively transfer technology and promote joint
research and development.
Expected Results
- Creation of a functional CTN node with access in both English and Indonesian which will

Environment
Kaltim Social Forestry Project
Description
Social forestry includes tree planting, altered cultivation practices, and the sustainable
management of natural forests. It also deals with increasing the role that people play in
managing forests to improve their economic and social situation. The Kaltim Social
Forestry Project is designed to establish a provincial, university-based social forestry
education, research, and extension program. It will build faculty capacity and enable
community participation, in association with the government and industry, to address
current and future forest resource management issues.
Goal / Purpose
- The goal of the project is to contribute to the sustainable use and management of
tropical rain forests of East Kalimantan, Indonesia.
- The purpose is to enhance the capabilities of the CSF at UNMUL to function as a
research, education, extension, and training centre in social forestry supporting
sustainable forest use and management, and to strengthen UNMUL`s education capacity in
social forestry.
Expected Results
- An economical and sustainable Centre of Social Forestry at UNMUL.
- An increased capacity of CSF / UNMUL to be a leader in social forestry research,

Description
This project will take a three-pronged approach which will draw on related work and
contacts already established by CIDA projects. The first element will provide Canadian
experts to BAPEDAL to assist and strengthen environmental policies and regulations. The
second element will provide support to university Environmental Studies Centres for
training, research, and analysis. The third element consists of developing small pilot and
demonstration projects dealing with environmental issues and small and medium enterprises.
The pilot projects will help small and medium enterprises become more environmentally
aware and help them develop practices that are environmentally sustainable.
Goal/Purpose
- The goal of this project is to contribute to Indonesia's efforts to achieve sound
environmental management of the development process.
- The purposes of this project is to strengthen structures and mechanisms at national and
sub-national levels to ensure the effective implementation and promotion of environmental

Description
The Election Fund is designed to be a responsive mechanism to provide support to the
Government of Indonesia and local NGOs in order to foster democratic election practices
and participation. Basically, four main activity themes will be supported: public
education camaigns of NGOs and other non-partisan civil society groups; independent
election observer missions or independent vote verification activities; assistance to the
Independent Election Commission; and post-election initiatives encouraging democratic
development and pluralism in society.

Description
This project will establish a facility in Indonesia that will work closely with BAPPENAS
to identify areas of reform, analyze potions, select priorities, and study the
implementation of development projects. It will also assist to Government of Indonesia in
short and long-term planning directly related to governance and policy reforms. Once
reform and development areas are identified, Canadian expertise will be hired to implement
sub-projects providing a wide range of development assistance, including technical
assistance, advisory services, training events, seminars, conferences, and study tours.
These sub-projects will be designed to imbed reforms into the operations and policies of
government in Indonesia.

Description
This project involves the establishment of a Publicity and International Relations
Division (PIRD), which will be integrated into YLBHI`s existing organizational structure.
The PIRD will have three functions: i) facilitate domestic and international human rights
campaigns; ii)coordinate and organize the publicity of the organization; and iii)
strengthen Indonesian NGO`s ability to deal with human rights issues. It is part of a
larger project that is receiving additional funding from other donor countries.
Specifically, the Canadian contribution will be utilized for the provision of
communications infrastructure and supplies, local staff salaries, meeting space and
translation costs for press conferences, seminars and training courses, travel and
accommodation expenses for course participants, and expert's expenses for attendance at
international conferences and seminars.
Goal / Purpose
- The goal of the project is to contribute toward the good governance and participatory
development in Indonesia by strengthening the ability of NGO`s to network and preserve
gains in human rights and the rule of law.
- The purpose of the project is to increase the capacity of YLBHI to publicize human
rights issues domestically and internationally, to facilitate domestic and international

Description
This project is an extension to the successful Phase I project that preceded it. The
second phase was designed to develop two Islamic Institutes that could play a leadership
role after this phase is completed. It includes 45 MA's and 5 PhD's and several activities
such as management courses, education, library sciences, Islamic studies, and comparative
religions. The Ministry of Religious Affairs of Indonesia has expressed the desire to have
50 lecturers trained at McGill University in order to benefit Indonesian universities, and
the majority Islamic population in Indonesia. The project will also focus on aspects of
institutional strengthening, management systems, improved teaching and research
capacities, and improved library materials and administration.
Goal / Purpose
- The goal of this project is to contribute to Indonesia's social stability and social
equity objectives, and to consolidate and build on long-term relationships between
Indonesia and Canada.
- The purpose is to strengthen teaching, research, and management at selected Indonesian
Islamic institutes; to support the equitable participation of women in the activities of
Indonesian Islamic institutes; and to strengthen McGill University's teaching and research
capacities for Indonesian Islamic studies.
Expected Results
- The ability of the Islamic education system in Indonesia to maintain and enhance a
moderate view of Islam in the country.

Description
This project supports a set of activities with a much larger UNICEF / Government of
Indonesia Program. This program has three related components: service delivery, local
governance and capacity building, and advocacy and social mobilization. It consists of
fourteen sub-components, of which CIDA funds four: maternal and neonatal health, water and
environmental sanitation, sub-district and village level management support, and community
capacity building in the provinces.
Goal / Purpose
- The goal of this project is to achieve significant reductions in maternal mortality and
morbidity and improve access to water and sanitation in Indonesia.
- The purpose of this project is to expand the geographic and target group coverage
receiving maternal health and water sanitation services, to assist the staff in provincial
offices, and to support two national level programs that will enhance grassroots knowledge
of health care issues.

Description
This project is devoted to intensive citizen education through the strategic use of radio,
as well as popular traditional media. BBC-PDS and RIDP will provide the East Timorese
radio station with background materials, story ideas, and conflict resolution
methodologies which will be broadcast throughout East Timor. Due to the enhanced and
important flow of peace-building information, the project will assist RTK to develop a
strong technical and research department that will serve as a "think tank" and
resource for technical analysis on a wide range of democracy issues and conflict
resolutions in East Timor.
Goal / Purpose
- The goal of the project is to strengthen civil society in East Timor in order to promote
a democratic and sustainable peace in East Timor.
- The purpose is to increase the level of information regarding the issues and concerns of
political transition, to improve the technical, managerial, and research capabilities of
RTK for long-term sustainability, and to strengthen BBC-PDS in the areas of peace
training, conflict resolution, and research.
Expected Results
- Minimize the conflict and tension in East Timor.
- Increase citizen participation in civil society and the democratic process.

Description
This project draws on the experience of past projects, specifically the Indonesia - Canada
NGO Forum. It focuses mainly on governance issues and intends to enhance people's
participation through capacity building and specific activities. These specific activities
include the organizational strengthening of YAPPIKA, a network of local NGO's, through
staff training and development, advice and assistance from Canadian NGO's, development of
fund raising techniques, articulation of issues and positions, consensus building,
publication and dissemination of position papers, and organization and monitoring of micro
projects. Another specific activity is community development, which includes income
generation (handicrafts and small industry), education, and natural resource management. A
third specific activity is policy dialogue in which people will be encouraged to engage in
policy discussions at forums organized by NGO's in specific regions of Indonesia.
Goal / Purpose
- The goal of this project is to contribute to the socio-economic development of selected
marginalized communities, particularly in Eastern Indonesia.
- The purpose of the project is to strengthen the co-ordinating abilities of YAPPIKA to a
level that it can effectively plan and implement community-based development activities
and carry out a policy dialogue with all levels of government in areas such as social
equity, human rights, and good governance.

Description
This fund is both a proactive and a responsive mechanism for providing needed services and
resources to initiatives proposed by CIDA, its partners, or other institutions deemed
consistent with the goals and purposes of the project. Some of the initiatives supported
by the Social / Gender Integration Fund include: Utilization of the Laws to Promote
Women`s Legal Access, Towards Gender Sensitive Forestry and Rural Women`s Livelihoods, and
Enhancing Women`s Participation in Politics, to name just a few.
Goal / Purpose
- The goal of the project is to contribute and to integrate social and gender equity into
the development process in Indonesia.
- The purpose of this project is to ensure that social and gender equity are an integral
element of the CIDA Indonesia Program; and to strengthen the capacity of Indonesian
organizations to advocate and influence government responsiveness to social/gender equity
issues, and participate in policy discussions.

Description
This project is the successor to Phase I and broadens its scope to include the
organizations listed above to achieve sustainable co-operative development. This is done
through a three pronged strategy which includes: i) continued support to DEKOPIN to
strengthen its position as the apex co-operative association; ii) continued support to
FORMASI to further develop and nurture pre-co-operatives; and iii) develop programs in
specific sectors (finance, insurance, and dairy) that will act as demonstration or pilot
projects and serve as models for other co-operatives in other sectors. Each of the five
partners will seek, with the assistance of the CCA, to strengthen their position within
the co-operative movement when dealing with government policy formulation, implementation,
and analysis.

- The goal is the support of the Indonesian people-based co-operative movement.
- The purpose is the improvement of services delivered by the five selected strategic
co-operative organizations and their member organizations.

Description
This fund was established with the objective of improving Indonesia Program planning with
respect to governance and human rights. Specifically, the fund will be used to research
and analyze governance and human rights issues in Indonesia for the purpose of policy
formulation, program planning and management, co-ordination with other departments and
donors, and bilateral consultations. It will also fund feasibility studies and the
identification and planning of projects. Finally, it will include small-scale experimental
projects, study tours, seminars, workshops, technical assistance, and publications.

Description
This Phase III project will build on the successes of the previous two phases by using a
three pronged approach. First, a technical assistance component will assist Komnas Ham in
developing a program for human rights training coupled with technical assistance for the
development of human resources, a nationally specific human rights curriculum, and human
rights materials. Second, the project will provide training for Komnas Ham staff in the
areas of library and information sciences, investigation, and documentation, and will
provide for Komnas Ham officials to attend international conferences on human rights.
Third, the project will provide Canadian expertise for the development of seminars and
workshops that will bring together Indonesian and foreign human rights experts for
discussion of human rights issues confronting Indonesia.

Description
This project is designed to build capacity at BAPPENAS to address planning, programming,
and policy issues. The cooperation with BAPPENAS will take the form of short and long-term
advisors who will help the ministry strengthen its planning and policy formulation
capacity; assistance in developing the frameworks required to link the macro-economic
objectives to the sectoral and regional priorities; and to help BAPPENAS identify,
prioritize, decide, and follow up on key crisis issues. This plan will establish the
framework for economic and social development, create an improved relationship between the
public and private sectors, and direct regional growth distribution. This will be
accomplished by the provision of a Senior Policy and Planning Advisor and a Resident
Policy Coordinator who will work closely with BAPPENAS officials, Canadian advisory
services to BAPPENAS, and training and development activities of a specialized nature in
Canada for key BAPPENAS officials.

economic development in Indonesia while reflecting community priorities.
- The purpose is to build capacity at BAPPENAS to address issues related to policy

Description
This Phase II project is expected to consolidate gains made in Phase I, as well as further
strengthen the capacities of the Indonesian partner universities and linkages with
Canadian universities. Phase II includes training at the Masters and PhD levels in the
sciences (mathematics, statistics, biology, chemistry, and physics) in Indonesia,
Philippines, and Canada. It also provides valuable Canadian resources for curriculum in
the development field. So far the project has facilitated the establishment of faculties
of science in the four Indonesian partner universities. It has also contributed to the
institutionalization of the English Language Training Centre, which was initially created
to help Eastern Indonesian students pass the TOEFL exam. This project will also improve
the skills and qualifications of faculty through training in Canada, including training in
the English language and administration of university programs.
Goal / Purpose
- The goal of this project is to contribute to Indonesia's national development by
improving the country's human resource base through university development in Eastern
Indonesia.
- The purpose is to strengthen programs and their management, primarily in the basic
sciences, which support the applied sciences in selected Eastern Indonesian universities,
and to promote partnerships between Indonesian and Canadian institutions.
