CANADIAN INTERNATIONAL DEVELOPMENT AGENCY (CIDA)

 


The Canadian International Development Agency, or CIDA, was established in 1968 as the federal agency responsible for delivering most of Canada's Official Development Assistance (ODA), or foreign aid. The overall goal of Canada's foreign aid is to support equitable and sustainable development in developing countries, in order to reduce poverty and to contribute to a more secure and prosperous world.

Development assistance is provided in many forms: bilateral (country to country), multilateral (such as assistance provided to the United Nations' programs and international financial institutions), and support for initiatives in developing countries by Canadian non-governmental organizations, educational institutions and businesses.

CIDA'S PROGRAM IN INDONESIA

Canadian development assistance to Indonesia began in 1954, initially through the Columbo Plan, and later on through support to the successive Indonesian national develoment plans. Contributions to date amount to over one billion Canadian dollars.

CIDA has supported a variety of projects over the years, reflecting Indonesia's changing situation and priorities. In the early years, assistance focused on large infrastructure projects. Today, CIDA's development activities are guided by the priorities set out in its Country Development Policy Framework (CDPF). The four programming areas are:

  • application of policies for environmentally sustainable development;
  • fostering of mutual interests and the development of human resources;
  • fostering private sector linkages between Canada and Indonesia; and,
  • promoting good governance and participatory development.

Considerations for Women in Development (WID) are built into every CIDA project.

The Bilateral Program currently supports 23 operational projects. Annual expenditures are approximately $26 million.

The Canada Fund provides financial support to small projects sponsored by Indonesian non-governmental agencies. (This document is also available in Bahasa Indonesia.)

The Industrial Cooperation Program undertook 32 projects throughout Indonesia in 1996/97, with a cost of $9.4 million. The sectors of activity are wide ranging and include manufacturing, mining, environmental services, and food processing among others.

The Non-Governmental Organizations/Institutions Program currently supports 18 projects in Indonesia.
